I think it stands for Inter Border Inspection System. It is a database of known criminals. INS is l INS does background/criminal checks based on your name (including middle name) on this database. I think it is a mandatory step during pp stamping. It takes about an hour to do this check at INS...

If you have approval notice, you do not need to go at 5 AM as it is considered as appointment Go at 7.00 AM and stand in the appoinments line. I went in at 7.30 AM and was out by 10.30 AM (1 hour delay due to IBIS check). My advise is to go at 7.00AM and you should be out by 10 AM. soi
