I think they needed to check whose fault the mistake was. I would have to reapply and also show evidence that they were at fault to get the fee waived i.e. a copy of my original I-485 that I submitted
I called uscis to tell them about it. the lady on the other end sounded like she was reading from a troubleshooting list like a computer call center. She read the list and asked if I needed it repeated. I asked her straight if I had understood correctly and would need to reapply. she said I did
You need the tax returns, pay stubs for past few months and a letter from your sponsor's employer stating how much they earn and how long they have been employed etc.
