sorry, I worded my question confusing... I ment that if I put my child into Head Start, then INS (or Visa issuer center, whoever looks at my income before they issue an approval for an immigrant visa for my mom) will refuse me to bring my mom here.

I have heared that I can't apply for a scholarship or grants or any type of assistance (like WIC or food stamps) if I am in the process of bringing my mom here in the US (I just got my citizenship) I was thinking to put my child into a Head Start program for kids, it is free for low income...
