Applied Feb 2008 - got letter Dec 2008

I paid a fee of $355 when I filed a I-130 for my wife. Now she has received a letter from NVC saying "The NVC has received agent of choice letter.....you must pay the Application Processing Fee ($400) for each applicant" Seems like I am being double-billed. Any ideas? How is this 400$...
