I received a response for my email sent on Dec 17, 2004. Mine was cleared and forwarded to the USCIS headquarters, Washington D.C. Is this normal to send it to Washington D.C when my 485 app is pending in Nebraska?

My friend, it is perceived as injustice, but not necessarily so according to law. There was no law broken. From experience, the service center's have never been "first-come-first-served" at all, they only try to be.
