better to have valid passport
i would think it is better to get your new passport before getting the stamp. there might be a problem. what if u loose ur passport after stamping while being sent to the consulate. there is very little chance that u will get ur card in less than 6 months.

The best place and price is Costco. They charge $5 and it is done in 30 min. or if you go to any other photo studio, then ask for a INS photo and they will do it.

almost once a month they come to L.A on a Visa camp. If you passport has not been 10 years since isssue then it just takes a day to get it extended. if u need a new passport then it is a whole new procedure
