Just some info:
If you are subject of the 2 years home requirement, you need a waiver from the Department of State and USCIS, then you can apply to change your status.
I don't think it does matter if you change your name now or later since all the forms have space to put previous names used. But if you can change it now, I would suggest doing it now, and get your waiver at the same time, because to change the name on GC cost like $400 and you might have to wait the 2 years before you can do it. So save some money and try to change it!
