Yes it is. My friend wants to do it for her sibling and parents after she get's her GC and can become a citizen. If i'm correct it is 6 months before the 5 yr is over you can apply for citizenship and it takes time to become a citizen....than the GC holder can apply for endorsement of direct family members.
