Do not spread misinformation, dude. The website refers to a long term visa, which is more than 90 days. As far as I know France does accept RTD for visas less that 90 days.
 
surferpal is right.for shengan visa all shengan countries have uniform rules.and thailand does accept RTD only with green card.

Just received a reply from Thai embassy:
If you're not Lao, Combodia, and Vietnam, You can use RTD to apply visa.
