Owing taxes in my country

I am planning to apply for the us citizenship I am married with an american citizen and I have a green card for 3 years.

When I came to USA my criminal record was completely clear. After I left from my country I learned that I had a conviction for owing taxes. It wasn't any tax evasion, it was just money that I couldn't pay and back then our country's IRS they even didn't accept any payment plans. Hundred of thousands of people are facing situations like this in my old country these days.

Here I have paid all my taxes on time and up to last cent. I have a very good credit score.

Will that affect my application?

Well, it's not exactly a criminal conviction. It's not a crime in my country to owe taxes. Crime would be something like evasion or avoidance.
 
if it is not a criminal case, then do not mention it.

also to add to that... I never got a official letter to go to court or that I have to face this penalty (6months jail or 3-4.000 euros)

that was something that I learned from my accountant.
