ADVICE NEEDED: Travel while waiting for green card out of US

Here is my situation:

- We have applied for my mother's green card from India
- She is in India
- We have submitted Ds230 (Immigrant Visa application) with NVC in US. We have yet to receive a response
- My mother wants to travel out of US for a week in May
- She was told by her friend (who is in US, waiting for a GC) that travel is not allowed, and we will have to file a request to travel

I dont think that rule will apply to applicatins outside of US, as basically the request is to reenter US, not leave US.

But, we wanted to get opinions from folks who might have had a similar situation, or are familiar with the same.

Joint Sponsor - Privacy issues

Is there a way to submit tax returns directly to the INS when acting as a joint sponsor for a person, thereby limiting who sees that confidential info, including the applicant? thanks
 
The travel restrictions are:

1. People who are inside the US and apply for adjustment of status (I-485) so they can complete the green card process inside the US: They must have an approved Advance Parole before leaving the US (unless they have a valid H1B/H4/L1/L2).

2. People who are outside the US using consular processing but want to visit the US before green card approval: They may be unable to enter the US with a tourist visa (or various other nonimmigrant visas or visa waiver) because they have shown the intent to immigrate.

If she wants to travel from India to another country, neither scenario is applicable, so she is free to travel without affecting the green card process.
