How to reapply for a green card

My nephew received a green card along with his mother, through his grand father. He went back to Iran and didn't come back for over a year. At the Los Angeles airport, INS took his green card and gave him a date to appear in court or voluntarily give up his green card. He agreed to voluntarily leave the US. Now Seven years later he wants to reapply for his green card. His mother has now become a US citizen. What are his options? Have his mother petition for him with form I-130, or is there another way, like filling form I-212? I appreciate the help from the forum members.
 
I-130. He was not deported so he does not need to file I-212. If he is no longer a minor and/or is married, then he should be ready for a long wait, several years.

How old is he? Is he under 21? If yes, and he's unmarried, he can get another green card in less than a year. Otherwise he'll have a wait of several years.
 
He would be in the category for over-21 children of US citizens, which is family 1st preference (aka F1). That category has a 7-year wait -- according to the latest visa bulletin (http://travel.state.gov/visa/bulletin/bulletin_5834.html), the cases in F1 of people who applied in December 2005 are just about to become ripe for a consular interview or adjustment of status.

To initiate the process, his mother would have to file I-130 along with supporting documents such as her proof of citizenship (see the instructions for details). Then seven years later some additional paperwork will be required leading up to the consular interview.

Here's the case: The wife, is an Iranian naturalized US citizen, the husband an Iranian citizen. They both reside in Tehran, Iran. She filled form I-130 in December, 2012. How long does it take for this petition to be processed and a green card be garnted? Also, can she apply for a Spousal Visa for her husband while the petition is being processed? Thank you for your replies.
 
Anywhere from about six months to a year for consular processing. Spousal visa? Don't bother with that at this time.This is the simplest, and fastest way.
