Birth Certificate for parent (Never gone school or register when born)

I am from Gujarat (India). My father never gone school and never register for birth. I have local lawyer who told me that he can get case file in local court with someone elder from my father's village. This process takes 2 to 3 months. During process, we may need more witness in court and judge may ask to give advertisement in local news paper about person date of birth notice and then we will get order issue by court to give birth certificate.

I just wanted to know, if anyone has done this process from Gujarat court.

My father will go in Mumbai consulate. My father has passport. I applied him I-130 last month.

Any information who has done, this process will be appreciated.

dont do all that.
Get a stamp paper, and get an affidavit form 2 people older to your dad, and get it notarised, Then go to the municipal office, get a non availability of birth certificate, there is fee you pay and the local authority will give you a form stating that the birth certificate is not available and the DOB was never registered. thats it, thats all the USCIS/NVC needs. do evn bother dooing any thing else,
i did the same and it worked
 
is your parent gone in US consulate in Mumbai ?
