Sponsoring my brother who is europeon union citizen(netherland) of indian origin

I wondered if anyone can help me with a question i had. I am going to naturalise this year. I would like to sponsor my brother who is over the age of 21& is a naturalised citizen with a EC passport. If i do apply for his green card will he be processed though the Indian quota or will he be treated as a European National
