After Green Card, the residency requirement to apply for citizenship is 5 years. Can a person residing continuously for 4yrs+1day apply for naturalization. That person has not left the country even for a single day.

No, definitely not, the 4 year+ 1 day rule cannot be used in this case.

How soon a person can submit the application for citizenship before completing 5yrs of residency?
The earliest such a person can file N-400 is 5 years minus 90 days from the date of becoming an LPR.
