What is status of H.R.704 now?

It seems that H.R.704 cannot become law within several months or even DV-2014, but CBO provided a report and it's wording seems DV-2013 should be stopped. What do you think?

By the way, the 1st May 2011 DV-2012 winner court case will affect DV-2013 or DV-2014 or not?

That report calculates the savings in Medicaid, social security etc., but forgets to calculate how much taxes the immigrants would pay. They only calculate the visa fees they would pay. It seems to me they don't see the whole picture.
