Can an asylum seeker register for DV lottery program?

I wonder if an asylum-seeker (to the US) can apply for DV Lottery program. Will that disqualify him or her from applying for asylum status? And what would happen to his/her pending application if he/she has been selected, abroad the US, as a DV winner?

Applying no.

if selected also i do not think any issue as living in 3rd country...
 
A pending asylum application should not preclude one entering a DV lottery.
In 1999 i did have an asylum application pending (had a scheduled hearing before the IJ at the time) and later in 2000 I was able to adjust status to LPR based on my spouses DV-2000 primary application. The asylum app/claim had been dropped/canceled.
