when does green card lottery start where do to sign up no scam sites?

I heard on the news today u can sign up for a green card lottery to live in the united states. i searched everywhere but i cant enter the lottery (scam sites) which one is real one? I was born in Puerto Rico but live in Australia all life. me i love united states and want to move there. what region would i be under and what r the winning chances?
 
Well you pretty much win by pure default.

Puerto Rico is US soil and you being born on there makes you a US citizen so you can freely live and work in the United States without any restriction besides the only condition that you just won't be able to vote... Puerto Rico is a common wealth of the United Stats so your a US citizen by birth, just like if you're born in a US military base in another country you're born on US soil.

forget about any visa lottery...dude just go to the US embassy with your birth certificate and ask what's the next step.
 
I know that. I was wondering if the OP also knows, if they don't already hold it, that they are entitled to US citizenship. And, if they don't already hold US citizenship then what citizenship DO they hold?

I assume holding Australian Citizenship since OP says living in Australia of their life, but that does not matter. If you're born on US soil you're a US citizen for life or so to my understanding and can apply for it. I think you can do dual citizenship for countries before a certain age but I'm no immigration expert.

I know people who are born in the states and go to live in other countries in say the UK/Australia or a Europe country and hold dual citizenship (two passports).
