January Visa Bulletin - Retrogressed

Hello,
I'm sure it is old news. But your response does not answer my question, which is how does it affect my application with a priority date of Nov.29, 2010. Which of the two priority dates are valid for my application ?

What I don't understand is:
Dec.2010 Visa Bulletin has a priority date of Aug2010. Wouldn't that mean that all applications until Aug2010 have been processed ?
If that is the case - how can this be retrogressed to Jan2008.

If a application was upto a point where it was already alloted a visa number they will be processed with the old PD's.
For examply for CP processing that is already scheduled for a interview in december to be interviewed in January or Feb meaning the NVC has already alloted and used a visa number in december using PD's in december.
For AOS in US that means all adjustments interviews that are scheduled and have already took place or will take place for the remainder in December.
All others including yours filed in Nov of 2010 will face retrogressed dates.
 
I have a priority date of Nov.29, 2010 - which priority date should I be looking at.

The dates in the January bulletin take effect on January 1st.

But that doesn't matter to you right now. You have to wait until the bulletin shows Nov. 30, 2010 or later for F2A.

In early 2010 the Family 2A cutoff date was in 2006. During the year they jumped forward the cutoff date to 2008, then 2009, then 2010. This wasn't because they processed the people from 2006 to early 2010; they said the forward movement was because a large percentage of eligible people in that date range simply were not showing up to apply for adjustment of status or apply for immigrant visas. Apparently they are showing up now to complete the green card process, so they moved the dates backward.

Do we expect the USCIS to again catch up this year (2011)....OR...Is that just a distant dream ?
Given that the long-term trend of the family 2A category has been a 4-year wait, I would expect further retrogression until it gets back to the usual 4 years. So in 2011 that would mean reverting to something in 2007.
