I-130 application aprroved but incorrect

My cousin's I-130 has been approved. However, it indicates the person for whom the petition is filed is in USA eventhought he/she wasn't. I didnt fill Question 22 in form I-130 as he/she wasn't in USA when I submitted original form I-130.
How can I correct this? Is it must to file form I-824 which would cost $350 or Is there a way to request them to correct it without form i-824.

First of all, you are the one who created this confusion. Q 22 has two option, Adjustment of Status in the US or Abroad, did you see that portion? If you did and left it blank, are you saying you didn't know the city in which your relative lived?

It appears you are on the hook for $350 to file the I-824 to request for consular processing. This is something which you should have avoided, had you properly complete Q 22. For example, is he is Lagos, Nigeria that's what you should have put and USCIS would have forwarded it to NVC and they would have send you the information on how to proceed for your cousin's petition.
 
Thanks for all of your replies. The Question 22 says exactly like Complete the information below if your relative is in the United States and will apply for adjustment of status. Under that it had two options.
Option 1: Your relative is in the United States and will apply for adjustment of status to that of a lawful permanent resident at the USCIS office in: City ..., State....
Option 2:If your relative is not eligible for adjustment of status, he or she will apply for a
visa abroad at the American consular post in: City...., Country.....

As the main question meant for people who are in USA, Do I have any chance to get it corrected without filing for i-824 form
