Interview to oath time disparity

Just wondering why is it that in some DO's the interval between Interview and Oath is about 15-30 days at the most, whereas in other DO's the average seems to hover around 2-3 months.

I think I remember reading here that the Manchester DO has a wait time for 120 days (if I remember correctly), Boston DO seems to be around 2 months but it looks like NC, AZ and others have a wait time that's less than a month. So why this disparity?

May be it's the work load and efficiency of the staff at the DO.
 
Also depends on the size of the DO. Small office, high workload... supply and demand...you get the drift?
