I've a question that ...

"Do I need to mail my DIVORCE CERTIFICATE" with the N-400 application ?

OR

If I show that Divorce Certificate during the Citizenship INTERVIEW is enough ?

yes, a copy of it is needed, see the Document Checklist in M-476 Guide to Naturalization; don't forget a certified translation if your divorce decree is not from a US court.

If you were married before, send:
Proof that all earlier marriages ended-divorce decree(s), annulments, or death certificates(s);​
 
Basically I was divorced in Chennai, India.

My divorce decree is in English. My question is Do I still need to have "CERTIFIED TRANSLATION? "

and if it's YES then WHERE to get or from WHOM ?

You're all good then, only non-English documents need translation. Should you'd need a certified translation for any other documents, see N-400 instructions, page 5: You can do your own translation, but need someone else competent translating from the source language into English to certify the correctness.
