Getting a DMV non-driver ID for mother

So my mom recently got her GC and I brought her to DMV to apply for an ID card.
She brought GC, EAD, SS card, passport but the DMV only took EAD and SS card for points and said she needs a proof of address.

She does not have bank account or anything else. Did anyone get this done without proof of address like utility bill, bank account,credit cards?

Yeah I got it for my mom, but it might vary state to state.
Your mom did AOS, right? So, you must have USCIS mails coming to her at her present address. Use those as proof of residency.

I applied for my parents 'state ID' with only EAD and SS.

Make sure you don't tear out the SS card from the actual letter that's mailed out. You can use that as proof of address(that's what we did)

When you go to the DMV again, do not take the EAD. First of all, it is no longer valid, because she has a GC. Second, when you show multiple immigration documents, the DMVs tend to base the license on the first one to expire. So for example, somebody with 2 years remaining of H1B and 8 months remaining of EAD would get a license valid for 8 months.

Use her USCIS documents for proof of address.

This may vary with states. They throw the EAD back because she already has GC. I think they should use her foreign passport but they didn't.
i think we still need a proof of address and the lady specifically said, not any piece of mail, but has to be utility bills.

We then went to the bank and tried to open an account but the same thing happened. They required utility bill.

I think i will add her name under my utility bills and do it later. It's no big deal at all, just a piece of ID for easy travel.

Aren't they going to mail her the ID? If they're going to do that, the proof of address should be unnecessary. And the NY DMV instructions don't say that proof of address or a utility bill is required. A utility bill is just one option for providing another "point" in their formula.
