Going to apply for Citizenship, a few doubts...

This forum helped me get GC 5 years ago. Now I am back for Citizenship.

I have following questions:
1. "A guide to naturalization" on page 56 item 10 says that one of following has to be true
"I am a male registered with the Selective Service"
"am a male who did not enter the United States under any status until after my 26th birthday"

For me neither one is true, because I was on non-immigrant visa and I am pretty sure that I am not required to register in selective services. Is this a mistake in the guide?

2. The guide only lists 3 centers one each in phonenix AZ, Lewisville TX and Lincoln NE. However I see there are trackers for offices in Baltimore, Washington DC etc. These are District offices I believe. Does the case gets forwarded to DO after I apply in TX?

3. Can you explain the acronyms
PD, OL, OD, PP

4. What should I write at the bottom left corner of check?

1. No, the guide has no mistakes.

2. Yes.

4. That's the place for the memo to yourself. Leave it blank or write "FP fee for the wife"

1. Are you saying that even people on H1B visas need to register in selective services?

2. When does District Office comes into picture? (I have to apply to TX as I live in Virginia)

1. You do not understand what the guide said.

However, I think, in addition to the law, by which H1Bs are not required, they would save themselves a great deal of headache if they register. Hey, it is free.

2. They will tranfer there as soon as cheque is encashed.

NO NEED. IF YOU WERE ON NON IMMIGRANT VISA BETWEEN YOUR 18TH AND 26TH BIRTHDAYS, YOU DIDN'T HAVE TO REGISTER.

- FIRST YOU SEND YOUR N-400 FORM TO TX LOCKBOX ADDRESS.
- NBC WILL PROCESS YOUR FORM.
- A NUMBER WILL BE ALLOTED TO YOUR CASE
- YOU WILL GET NOA (NOTICE OF ACTION) AND FEE WILL BE ENCASHED.
- YOU WILL GET FINGER PRINT NOTICE.
- FINGER PRINT WILL BE AT THE CLOSEST APPLICATION SUPPORT CENTER (ASC)
- ONCE YOUR FINGER PRINTS ARE ACCEPTED, VERIFIED AND NAME CHECK IS DONE, YOUR INTERVIEW WILL BE SCHEDULED AT THE LOCAL DO. THIS IS DONE BY NBC AS WELL.
- YOUR INTERVIEW WILL BE AT DO (AND OATH ALSO - IN MOST CASES).
