HELP! No ID, lost Alien Card n Need to file I-90 and N-400

Hi everyone,

This is about my brother. We have been living in United States for over 20 yrs. and we never knew we were not citizen, tho we never did say we were because we never had too. We all found this out on Ending of March that were weren't. My father told us, that about over 15 yrs ago, there was a burglar in our home and our Alien Cards and Passport was stolen and was never found, and for whatever reason, they never get to replace the Alien card, and right away, I filed for whatever papers I need to file for my sake.
Unfortunately 1 of my brothers who is the youngest lost his wallet at a hotel one night and lost all his ID (driving permit, social securtiy card, school ID). Well now, he is trying to get his alien card replace but he needs some sort of ID with his picture in it. He has a copy of his old passport but he has a picture of it when he was 1 yrs old, he is now 22 yrs old. He has his birth certificate but that is not enough. He went to the immigration place but they told him he needs a picture id to prove it is him on the birth certificate and the copy of passport. We don't have anymore idea how are we going to get an ID for him. He does not know his alien card number and it does not show on the copy of his passport either. What else can we do to get him an ID or what can we do so the USCIS accept his application without a current ID?

The first stae[ is to Go to the drive license agency of your
state to see how he can get a driver license or a non-driving
state ID. Check out what documents are needed for a DL
or state ID.

The dilemma is if DMV need you to present immigration
paper to issue you a DL or state ID and USCIS need your
DL or state ID to give you immigration papers, which is
a chicken and egg problem. But you can consult DMV
to see what they need first to get a DL or state ID
 
DMV told him he needs to have a birth certificate, social security card and passport. He only has a birth certificate but not the other 2. Copy of passport is not quite good due to his picture on it when he was 1 yr old. Like you said it is playing chicken and egg =[

Is it possible foor him to get a passport from the country where he is from?
 
he has never been back from his country since he came to USA, nor he has never been out of the country since he came to USA.

Has he contacted his country's consulate regarding how to get a new passport under these circumstances?

Did one or both of your parents become a citizen before your brother (the one whose documents were lost) turned 18? If yes, he may already be a US citizen.

Your parent did a lousy job in this matter not taking good care of
imoprtant papers for their children but perhaps you should not blame
them and blame is useless.
 
I agree, I actually pass the "blame" part already. I was very uncomfortable for a very long time and I can't wait to do my oath ceremony. But it is not over, I have to help my brother, I'm worried about him and his papers. I will be helping him file his I-90 but we need him to get an ID so we can find out what is his Alien Card# =[. I don't think we can file I-90 without an ID , copy of SSN, and Alien Registration #? Maybe I'll try calling USCIS after my oath ceremony to find out how else I can help prove my brothers Identity.

There must be a way out. Otherwise what would happen to those who house get burned to ground?

By law, every PR under 16 should get a new GC at the age of 16. Did your
brother do that? If he did that, then The USCIS must have his photo and
fingerprinting etc in their record

No, he is now 22 yrs old. Like I said we found out were weren't citizen till like March of this year. He lost his wallet december 2008. Since then its been hard for him to get and ID. They won't even accept his school transcript.

I filed my papers as soon as I found out about it, and my brother tried to do the same but he is stuck cuz of having no ID, SS card.

This is why i'm here, hoping someone has an idea what else can he do to get some sort of ID with only of the following. (Birth Certificate, copy of passport with his 1 yr old picture, school transcript, medical bills with his name on it)

What about your parents? Did any of them become a citizen?

You and your brothers have birth certificates, so you knew you weren't born in the US. If none of your parents are citizens, and you knew you weren't born in the US, what made you and your brothers think you were citizens?

Do people give fingerprints (or other biometrics such as iris scans) when applying for a driver's license in your brother's state? In states where they do that, it is possible to obtain a replacement license with almost no documentation, because they can use the biometrics to verify identity. However, that is only for a replacement for which the expiration date will be the same as the expiration on the lost license -- not a renewal.
 
In addition to what Jackolantern writes above, I know for a fact in state like NY you can request a replacement DL or Non-Driver ID online without going to your local DMV. You can check your state dmv to see if that option is available.

Did his school refuse to give him a new ID? Surely there must be a way for him to obtain a new school ID, such as a signature from a school official who knows him, or a procedure where they mail the replacement ID to the address on file, or maybe they can look up his ID on the system and see on the screen that he is the same person.
 
Schedule an infopass for your brother. Have him go with your dad to the appointment, and there they will be given A#. Use A# to file I-90.

Hi, we only found out we weren't citizen this past march, and this is actually the only time we first saw our birth certificates, we never needed them. The question of "are u a citizen"? was never asked, we never did say, but we only assumed we were. My Grandparents are citizens, Aunties, Auncles, cousins but not my Dad n his kids (us). we are all Permanent Residents, I don't understand why my dad did this but keep asking why or saying it was a stupid decision doesn't make the situation better now, he is regreting and that's all he can do. My dad was a single parent and we were raise most by our grandparents while my dad worked.

That's a good idea. My brother is living in Maui, Hawaii. I'll ask him to call the DMV and if they can look him up through his finger print. Thanks

He can't, he did asked for replacement, but can't do it without your Social Security Card.

He's been out of school for 3 years now, and lost all id but I don't think he's even thinking of able to get a school id even if your not in school anymore. I'll ask him to call his school or go and try if its possible. Thanks to that idea.
