Dear all:

If you get a ticket for trying to get into subway without fare or for littering(no arrest or anything like that)... do you need to disclose it on n-400 or mention to IO? it is a citation? Or not? (tickets were given by police officer, ofcourse)

I think I should not diclose it, because it is not citation, or arrest or detain or charge... just an administrative offense.

There must be a section of statute cited on yoru ticket. Check out the
section. If it is under the state penal code, then you must disclose it.
If it is under the municipal ordinance, strictly speaking, you should disclose
it too but I am not sure in practice if most people do that or not
 
I had a public urination citation in 2002 which is a municipal code violation in Chicago and I have chosen to disclose it in my appplication - honestly one could go either way, but I am a firm believer of doing what I believe is the right thing to do - & to me that's disclosing it on the application
