Query Regarding non immigrant(H4) visa appointment

Dear Members,
My Spouse is a resident of Orissa State.
She is not finding any visa appointment dates for December in Calcutta Consulate and the vfs website is only showing Dates for New Delhi Consulate when she chooses Orissa as state of Residence.
Please let me know in this case is she eligible to schedule the appointment date in New Delhi Consulate for a non immigrant visa.

I think you can go to any new consulate.

Actually I got this reply from calcutta consulate. Looking at this I am more confused now regarding the elligibility for applying at a New Delhi cosulate.

Appointment slots at the US Consulate in Kolkata are opened approx. 2 weeks in advance. Currently, we have opened appointments up to December 5, 2008. Please monitor the website www.vfs-usa.co.in very closely for appointment slots when opened for the following weeks.

The website offers you a New Delhi as an option because all appointment slots in Kolkata are currently full. It is left to the discretion of the applicant to know whether he or she qualifies/should schedule an appointment at New Delhi.
