Where/How to apply for Canadian Visa?

Hello all..
I want to apply for a canadian visa on travel document without GC ..
Where and how can i apply?
is it done by mail ? or i have to be there in person?

any helpful information will be appreciated..

in the visa application there is a question about the immigration status
so, as an asylee, what shall i check?
Permanent Resident or Temporary Resident ?
