eligibility question for OCI/PIO

Hi,

Does a US citizen child born (in the US) to parents one of whom is a naturalized US citizen (and is a PIO holder) and the other is an LPR (and is a citizen of India), does the child qualify for PIO or OCI? Could someone explain how the child can qualify for either, and under what basis? In the event that both PIO and OCI options are available, is one preferred over the other?

If the child is a minor, then one of the parents has to be a US citizen. My friend's daughter (USC) application for OCI was denied as my friend and his wife were not US Citizens. So he applied for PIO card for his daughter.
