F1 renewal Vancouver or India????

Hello,

I am currently enrolled in PhD program in Plastics Engg. I have already completed my MS in Biological Siences from the same Univ. I have never been out of status. My F1 visa will be expiring in July 2009. How early can I apply for a renewal before it expires? Do I have to pay SEVIS again for renewing my F1 visa? What are the chances of successful renewal at US embassy located in Vancouver, Canada?

Why do you want to renew as long as you are still in your program and your I-20 is valid you are in status. So when ever you travel back home to India you should renew the visa.
 
1) How early can I apply for a renewal before it expires?

You are in status as long as your I-20 is current. The Visa is a travel document used at the Port of Entry. Once you are in the USA, it can expire and you are still in compliance with immigration law. Think of the Visa as a Key to the door at the Port of Entry.

You should renew it the next time you go home. Also, if you are doing adjustment of status from MS to Ph.D, you still do not need to get a new visa if you don't plan to travel.

2) Do I have to pay SEVIS again for renewing my F1 visa?

"If you are a continuing student, who has maintained status and is transferring or changing program levels, do not pay the SEVIS I-901 fee."
