Isnt the DV2008 case handling speed too slow

am new in this site and Am finding very informative thanks to all members. I was advised by members to look visit the US visa site where they give the current and advance notification case numbers. I noted that the cases are being handled quite slowly and wondered whether they will ever reach my number 2008AF46XXX. By the end of may they will have reached 21500. handling less than 5000 cases per month. which led me to wonder will they ever reach my high case number before sept 2008? Is this the normal speed and is there a person with such a high case number as mine who has ever received the second notification before?
I would also like to know how are the case numbers given? for example Am i the 46XXX in Africa alone or in the whole wide world?
Please forgive my inquisitiveness Am new here and am learning a lot.
 
If you look at the visa bulletins from DV2007, you see that actually the numbers are moving faster this year. And for DV2007, all the African numbers were current in August (except in some countries). Yes, you do have a high number, and it can happen that you either don't get an interview, or that you have the interview but the background check is not done before the end of September. However, don't give up hope and make sure that you have all the necessary documents ready once you have your interview.
The numbers are assigned to each region separately (each region starts with 1). How exactly the numbers are assigned, no one really knows.

As far as i'm aware, anybody with a case number who qualifies either on the basis of academic qualification or the equivalent work experience will certainly be interviewed unless those countries with specific cut -off numbers like Nigeria,Egypt,Ethiopia,Ukraine and the likes.Your CN is quite high but certainly lower than mine which is in the 58XXX region.The long and short of it is that , you 'll certainly be interviewed if only you meet the criteria.Don't panic.It must also be emphasized that the pace at which the processing is moving this yaer is slightly higher that last year !!!
