Hello

I'm 20 years old and I will be receiving my passport in a couple of weeks, I'm currently living in Pennsylvania and there a college in Toronto, Canada that I like to go to. Is it legal for a US citizen to be outside of US for long periods of time?

If you are a citizen, then you are a citizen, just can't become President.
That's about the extend of citizenship by naturalization.

Could change, if they really want to have Arnold run any time soon.

Green Card has other limitations - naturally.

It used to be that naturalized citizens would lose citizenship if they went back to their country of origin for a certain number of years.

Indeed there used to be a 1yr US residency requirement post-naturalization, but that was abolished circa 1996.
