From the same bulletin...
D. INDIA EMPLOYMENT SECOND PREFERENCE CUT-OFF DATE RETROGRESSION FOR JANUARY

It has been necessary to once again retrogress the India Employment Second preference cut-off date. This is a direct result of continued heavy applicant demand for numbers by CIS for adjustment of status cases despite the retrogression which occurred for December. It is likely that the annual limit for this category will be reached within the next few months, at which time the category would become “unavailable” for the remainder of fiscal year 2008.

Looks like it is going to be U for many of these categories in next couple of months. And did anyone notice that family category is faster now than skilled visas. Good for them.
8 years retrogression. upgrading downgrading. I hope now lot of them will downgrade to EB3 which none can refuse. this whole drama sucks.
Looks like we are stuck here for long long time.

It is good news that EB3 remains same. Since they didn't use any EB3 visa numbers I hope in next few months it will move to 2004. Before it moved to 2001 , it was at june 2003.

How is it a good news that they did not issue any green cards to EB3 but issued a lot of them to EB2... As long as they keep using up the quota, retrogression should be a good news.. but if they don't move the dates and even move them forward without using up any visas, that's bad!

Allocated EB3 visa numbers they haven't started using this year. That means there is a hope dates getting forward in coming months.

two factors contributed to this EB2 mess

1) Making EB2 current in july
2) Elimination of substitution LC

All of the dropped EB2 labors( of 2000-2003 H1Bs whi changed jobs or left USA) have made it tot he queue. Some body shop cos even offered substitute labor free.

And of course, the NC delays too.

The real sufferers are the original labor guys waiting patiently and sticking to the same job.

They start at EB1 and un used EB1 will go to EB2, and any un used EB2 will go to EB3.
CIS said in next couple of months EB2 will be over, then they start adjudicating EB3.

Anybody have an idea how much volume of EB3 with 2001 and 2002 PD? I assuming a lot.
