Received the receipt from VSC and did FP what next?

Any input would be appreciated...

Receipt date for N-400 from VSC June 18, 2007
Did FP on on July 13.

Case status online says that it is still at VSC.

What gives? Why the delay and why has the case not been transfered to the local USCIS office for processing yet?

Because they are doing several Background Checks and some can take Days, some Weeks, some Month's and some of them Years ........

So they won't send it to the local office for further processing until the background checks are complete?
