Can we say that they are approving based on RDs

Hello All,
I noticed that all the approvals that I have been observing are with RDs ir or before 2004.
I have not seen 2005 RDs getting approved eventhough they have PDs of 2003 and 2002.

yes, uscis is approving based on RDs, primary criteria is RD/ND and then name check next, PD & medicals later.

as long as...

...they're doing one of the two things you mentioned, I should be getting approved, but the approval is still eluding me - if they follow some logic like you said, lots of us are in good shape. With the random order of approval, makes us wait wondering when our turn will come :-(
