Father sponsered 1-30 approved but fater died

Hi, my father applied for my sister as LPR for unmarried Child under 21 , we got the approval notice and case was sent to NVC. Now her visa # is almost current.

Just want to know can I (US citizen) or my Mother LPR can take over that application.

If so what is the procedure sinece its already in NVC

Yes, you or your mom can take over the petition. Whosoever, can show finances to support her better. But Don't know if they check to see if the sponsor is if the sponsor is alive for approving the case. But best consult a lawyer.
