Need help with H1 extn based on 140

H1 extensions are allowed for 3 years if 140 is approved and priority date is not current. Does this also apply when the 485 is pending and the visa dates are not current ?

Can someone help me provide the official USCIS memo or URL that points to the above statement.

If your I-485 is pending, the H1B extensions are done on an annual basis - only 1 year extensions. I've been doing this for 2 extensions already.

my 485 is pending and 140 was approved and my company got a 3 year extension on my H1 last year for me.

I believe there is some other condition to be met as well, to get a 3-year extension.
