What goes first: FP or name check?

Name check first and then FP
In my case which was filed in Feb 2003, the name check was initiated in March 2003. The first finger printing was done in June 2004. So my understanding is "Name check is initiated immediately after the filing of I-485 whereas Finger Printing comes much later. My paralegal used to say "Finger printing is usually initiated by TSC when the case is close to review and approval".
Does FP goes first than name check with FBI? Or it comes after name has been cleared? Or both run in parallel?
Could somebody please help me understand this?

Name Check Cleared in One day! But CIS has not given any decision even after 1609 day
Reply from FBINNCP@ic.fbi.gov in January 2005 said "A review of the FBI's Name Check Program database concerning (Name) revealed a request was received from the United States Citizenship and Immigration Services (USCIS) on March XX, 2003 and it was completed on March XX, 2003. The results were forwarded to USCIS".
Essentially the name check was completed in one day.
Unfortunately USCIS has been so inefficient in processing my I-485 that I have still not received any decision even after

I sent an e-mail to FBINNCP@ic.fbi.gov in the first week of October 2004 and received the reply in January 2005.How did you contact FBI regarding your name check? and when...?
Before I got the reply from FBI, I had learnt about my name check clearance in December 2004 by Infopass at Dallas local office!
FBI no longer responds to emails sent to that address. Your best bet is infopass or congressional inquiry.

I485 (both myself and wife): June 1st, 2007, RD: June 7th, 2007
1st FP (CODE:3): notice received June 13th, 2007, gave FP: July 5th, 2007
LUDs: 7/5/07, 7/6/07 and 7/10/07
Current status H1b (valid for another more two years)
FBI check:cleared same day we gave FP (confirmed w/ FBI)
Name check: not sure, will find out meeting IO with INFOR PASS
I485 AD: ????? hopefully in this life..

Name check process
Three months before, I had requested FBI, CJIS division for a police clearance certificate for canadian immigration. Last week, I received the fingerprinting card with NO CRIMINAL RECORDS stamp at the back of the card.
On July 18th, I had been to the FP initiated my USCIS. My question is, Will the police certificate issued by the FBI will help in expediting the name check process for USCIS?
any inputs is of great value!!!
