Any Winning Notification in Kuwait?

Yes I did but I'm a winner from DV 2007. Also, though I claimed eligibility based on Kuwait, I live in the US so I received my winning notification here.

Why Kuwait nationals need to migrate to USA? Rich country nationals should not migrate to USA, my openion.

I was born in Kuwait. I am not a Kuwait National and neither they give nationality/passport to any foreigners.
