Police Certificate for Indian citizens living in U.S.

Does anyone know how to get Police Clearance Certificate for Indians living in U.S.? My friend's (Indian) passport was issued by Indian Consulate in San Francisco.

He was wondering whether he has to send the original passport to San Franciso office along with the application or a photocopy of passport is good enough?

Yes u have to send the original passport along with the application and the money order. Thats what I did. You can download the application from their website but it will take few weeks, I think to get PCC. They told me about 4 weeks at Indian Consulate--Houston .Better send by Fedex or other courier service.
