Dual Citizenship for US born babies

The Overseas citizenship eligiblity states that a person needs to be a "person of INdian origin" to be eligible for overseas citizenship.

Does that mean for a baby born in the U.S, he/she is not eligible for dual citizenship?

The main question is if a baby is born in the U.S. to Indian parents, does he/she has Indian citizenship by virtue of being born to parents with Indian passports?

Please help.

At that time , we will still be on our Green cards with Indian citizenship. I hope that does not create a problem as we will be Indian citizens while the baby applies for OIC..

OCI is not possible for children below 18 years. They can get only PIO. For OCI, at least one parent should be US citizen and should have OCI (or apply for OCI along with the minor child).

I know, initially they gave OCI for US born children also. But, that was only lucky lot who got it with in the first 3 months. After that, GOI changed the rules.

where did you get that information that OCI is not possible for minor children? Anyways, once they reach 18 years old, they can upgrade to OCI from PIO. OCI is better than PIO because PIO holders are required to register at any police station if they stay more than 180 days and OCI holders are not required even though benefits of OCI and PIO are similar (except police requirements, processing times, and fees).
