You are right! Guess I didn't look at the visa stamp carefully enough. The alien registration number is written in my visa stamp right below where the DV case number is written. In addition, the immigration officer wrote it in his handwriting in the passport when I was admitted to the US.
In my case, the visa officer worte the alien registratio number on my passport in his handwriting near the ceal that he put on it when I was admitted to the US. And nope, it is not there in the visa stamp.
US consulates seem to be a bit suspicious about recently issued birth certificates. It's probably better to submit your original birth cirtificate if is is and either/or situation. You can try submitting both thugh.
