congressperson can inquire the status of the USCIS case.. and in most cases only if your case is outside the USCIS processing dates..
They CANNOT fasten the process..
If you followed the process to change the name (as I thin you have... as you have a new passport), you should be fine..
Make sure you take the advertisement that you had to place in the local newspaper, notarized documents showing that you changed your name and original Old passport along...

certificates don't help give you points.. it adds more credibility to your application.. so include them in the supporting documents but again, that's just an added weight.. no points
The best way for you to get a work / resident visa in Canada is to Marry a Canadian !!!
Love is over-rated and temporary anyways.. Permanent residency is, as the name implies, PERMANENT !!! :-)
