The 601 waiver is not just for people with ilness. It is used for the 3 or 10 year bars too.
When a ban is given, they have to give a reason for it. I believe the Embassy has to be contacted if the ban is being questioned.

I don't think they have an easy job, specially in DOs like NYC where you have a large number of immigrants. I believe they see cases of people abusing the system everyday. I noticed that the IOs tend to be thougher in areas with a large concentration of immigrants. But again, professionalism...
It's not complicated to get a new one. It would be ideal if both of you have the same address on the DL. You guys should have done that when you moved, even though I understand why you didn't. The IO might not be as understanding. The least you have for them to pick on you the better.
