Since prelim processing is done (INS words), why would they hold RFE cases without being approved ? Do you think they might resend FPs, Biographic info to FBI for further checks on these cases.
It is possible they might resend FP and other stuff if they are expired. But when RFE is responded, generally the case should be approved ASAP. However it depends on various other factors as well.
