Your case is currently under review - what does it mean?

I was wondering if anyone had similar experience. I just received a response from NSC service request.

It says " Your case is currently under review. You should receive a decision or notice of other action within 60 days."

Does it mean it is being reviewed or wating to to assigned to an officer?

I have seen different responses from service center but am not sure what to expect from this message.

I recieved the same message when I spoke to an IO yesterday. In the forum, I saw some posts saying that it is the stage ( pre processing / screening) before being assigned to an officer.
