X-ray, please help

Hi all:

With my medical examination, I did a X ray test and the test report and
the BIG film are in a big envelop while other test reports are in another
different envelop. My doctor said this was a right approach, we should
send both envelop to INS. But my lawyer said this was wrong. My lawyer
suggested put X ray report and other reports in a envelop snding to INS
and discard the I ray film.

Any one can tell me which way is right?
