WTH is "Controlled Technology"?

I'm applying for H1-B transfer and my lawyer has provided me a questionnaire.
In the "Applicant's Excludability" section I have to provide information (Yes/No) regarding whether I would be having access to controlled technology. Some of the technologies listed are 1) Electronics 2) Computers 3) Telecommunications. Two of the above 3 apply to me.

I also read about the "Deemed Export" stuff on some websites, the need of obtaining a license for it and more importantly the process taking upto 90 days.

Can this cause problems in H1 transfer? Just being on 'H' status and having access to Computers or Electronics would mean problems with visa transfer or stamping ?

If a non-technical person on H status has access to a computer and internet at his workplace, does that mean he would be having problems or additional hassles obtaining or transferring H1?
