What surprises me is that fact that the EB3/India got approved in Sept. even though visa #'s for EB3 are unavailable.

If they indeed allocated visa # before than it must have been in June or July before the fiasco !! As he he did his FP on Aug 1st. What chance is it that they allocated a # before...almost none!

So this is baffling in the visa # perspective.
