Would they make a process so confusing and long for non-indian citizens?

The OCI/SC process is confusing/long.
No customer service.
I was just thinking that can they afford to make a process for non-indian citizens?
We being the former Indian Citizens have no option except to go thru these steps.
and what is a big deal in teh whole process. Cancel the passport and issue a permenant visa. Why it has to be so frustrating.
Sent my applications 2 weeks ago. Everyday I am worried that I may get these application back in mail as there may be a signature missing which was not mentioned in any of their instructions.

Thanks. I feel it is so complex and confusing because we are/were Indian citizens.
They may not be able to do it for citizens of any other country who come to them for visa related services.
